Based on a technicality, Collin County Community College District’s Board of Trustees voted to “pass” on reconsidering a tax abatement for KDC-Galatyn Investments I, L.P. and Blue Cross Blue Shield of Texas’ new 34-acre corporate campus site in Richardson Tuesday evening.
